Submission: Proposed changes to the New Zealand Emissions Trading Scheme Regulations 2026

A Bioenergy Association submission to the Ministry for Cities, Environment, Regions & Transport (July 2026)

This submission concentrates on the waste-related proposals in the consultation (Proposals 4 to 7 and the associated questions), together with the general questions on the regulatory update process. We offer brief comments in support of the routine default emissions factor (DEF) updates for natural gas, geothermal activities and liquid fossil fuels, and focus our detailed feedback on the waste proposals, where the scientific and policy stakes are greatest for our members.
